The District holds a substantial sum of money which has been contributed to a large number of Funds. A primary duty of the District Treasurer is to ensure that monies in funds are used for the purposes of the fund. Many of the funds, however, are not adequately described to guide expenditure. The District Treasurer is forced to rely on the memory of individuals within the District rather than on documents and records. Inevitably there are clashes in peoples memory, and it is possible that monies could be paid and the rationale later successfully challenged.
