The budget is constrained by the costs associated with running the Office of the Bishop and the affordability of this to the circuits.
Assessment Model
The budget sets a total amount which must be collected from the circuits.
This amount must be broken down into different amounts which each circuit must pay. A simplistic model would be to simply divide the total amount equally among the circuits, but this takes no account of the different circumstances of each circuit.
